Here is a theory. Maybe the brothers were trying to get help from Collier. Maybe they were in contact and could have told Collier they had been set up. Maybe they wanted to turn themselves in without harm and knew Collier wouldn't hurt them. Instead the feds or mercenaries killed Collier. Thank my wife for this thought.
